摘 要: 社会主义市场经济的不断发展，使建筑市场供求关系竞争日趋激烈。本文对现阶段建筑工程造价管理中预算管理存在的问题，同时针对不同的实际情况，提出相应的应对策略，以解决建筑工程造价管理中的预算管理问题，提高建筑工程造价管理质量，为建筑工程顺利施工提供保障，为建筑单位获得最大投资效益提供参考。

Socialist market economy continues to develop, make the construction market supply and demand is becoming more competitive. In this paper, the present construction project cost management budget management problems, and in view of the different actual situation, put forward the corresponding strategies to solve building project cost management in the budget management, improve the quality of construction project cost management, construction engineering for smooth construction provide guarantee for building unit for maximum benefit of investment to provide the reference.

当前，随着国民经济的不断发展，建筑业也呈现出一片欣欣向荣的景象，不仅建筑规模空前强大，建筑态势也是一片大好。建筑业的长足进步，为我国国民经济的增长起到了促进作用，同时，也为建筑工程质量保证提出了新的要求，为建筑工程管理增加了不小难度。在建筑工程管理中，出现了不少的问题，其中被人们最为关注的是建筑工程造价管理问题，在实际建筑工程管理中，预算超概算、概算超估算、决算超预算的现象十分严重，严重影响了建筑工程的投资效益。探讨建筑工程造价管理中预算管理存在的问题，并讨论相对应的解决办法，为提高建筑工程造价管理提供参考，以提高建筑工程管理质量，保障最大投资效益的获得。

一、预算管理在建筑工程管理中的作用

首先，通过预算管理，使得建筑企业经营决策更加科学、合理，提高建筑企业综合盈利能力。建筑企业经营管理者为了实现预期效益，他们会连接一切目标利润的经济活动，在管理过程中，使影响目标利润实现的所有因素均充分发挥最大潜能，全力促进预期效益的实现。……
