摘要：施工企业成本控制的基本任务是执行有关的成本开支范围、费用开支标准、工程预算定额等；制定积极的、合理的计划成本和降低成本的措施；严格、准确地控制和核算施工过程中发生的各项成本，并与计划成本相对比，及时地提供可靠的成本分析报告和有关资料，对项目进行经济责任承包的考核，以期改善经营管理，降低成本，提高经济效益。

一个项目的成功运作，怎样能在确保工程安全、质量、进度的前提下，更好的进行项目成本控制？项目实施过程应分解到不同阶段应有不同的成本控制重点。现结合自身工作经验，浅谈一下项目实施各阶段成本控制的侧重点及应注意事项。

1 项目设计阶段：

项目经过了评估、初步设计概算、详细设计概算等过程后，进入项目设计阶段。设计阶段的成本控制往往容易被忽视，一般情况下设计人员按业主要求和工程性质及规范进行设计就可以了，往往忽视了设计方案优化的问题。实际上设计阶段方案优化与不优化差别很大。举如：例如一个2万平米框架楼，地质条件良好，设计人员保守设计含筋量为65Kg/m2 ，其实一般情况下只需45Kg/m2--55 Kg/m2这样每平米相差15 Kg/m2，如此0.015*5000*20000=150万元，仅此一项就差别如此之大。所以设计阶段的成本控制是通过优化设计方案来降低成本，这是整个项目成本控制中的核心。

2 项目实施前期控制预算：

所谓前期成本控制，就是施工企业与业主签订施工承包合同后，在工程项目开工前进行的一系列成本控制的准备工作，如选定先进的施工方案，选好优秀的分包商，进行物资比价采购，制订每期的项目物资、人员、成本计划等等。……
