摘要：近些年来，新疆高校在国家和政府主管部门的大力支持下，在教育信息化、网络教学资源建设等方面取得了很大的进步。该文讨论了网络教学资源的内涵及其建设的主要内容，分析了新疆高校网络教学资源建设的现状和存在的主要问题，并针对存在的问题提出相应的解决措施。

Construction of Network-based Instructional Resources of Universities in Xinjiang

Abstract: In recent years, the universities in xinjiang have made a lot of progress in the education informazation and the construction of network-based instructional resources, in country and government departments under the strong support. This paper discovered the concept of network-based instructional resources and the main contents of its construction, and analyzing the network-based instructional resources of universities in xinjiang which has actuality and trouble, the paper give some constructive suggestions.

得益于网络、通信技术、计算机技术的迅速发展，越来越多新的信息技术不断应用到教育领域，特别是以Internet为平台的网络形式的教育方式和手段已经成为现代教育的重要支撑。作为传统教育的重要拓展和补充，现代教育方式依托于丰富的网络资源，借助信息技术，突破了传统教育中时间和空间的限制，在教学理念和教学方法进行了创新，成为教育教学改革的重要发展方向。可以说，教育现代化离不开信息化。近些年以来，新疆高校在国家和政府主管部门的大力支持下，在教育信息化、网络教学资源建设等方面取得了很大的进步，校园网及网络教学资源的建设和应用正在成为新疆高校提高教学质量，提升科研、管理水平，缩小与内地教育水平差距以及消除南北疆教育不均衡现象的重要途径和手段。该文就网络教学资源的内涵及其建设的主要内容，新疆高校的网络教学资源建设现状，存在的主要问题及解决办法作一些探讨。
