【摘要】(1)引发择校现象的原因。教育资源分布的不均衡是引发择校现象的客观原因。人们对优质教育资源的追逐是引发择校现象的主观原因。教育主管部门对学校的等级化评估是引发择校现象的制度原因。(2)择校现象给基础教育带来的不良影响。严重影响教育公平。容易滋生教育腐败。影响中小学生的心理健康。(3)消解择校现象,促进教育公平的基本思路。树立公平的价值导向,为基础教育公平营造良好的社会环境。以扶弱济贫为原则,合理分配有限教育资源。实施基础教育标准化工程,促进基础学校均衡发展。

【Abstract】 (1) School Choice triggered phenomenon. The uneven distribution of educational resources is the objective reasons lead to the phenomenon of School Choice. People's pursuit of quality educational resources that cause the phenomenon of subjective reasons for School Choice. Education authority level of school-based assessment system cited the reasons for the phenomenon of the public school choice. (2) School Choice phenomena to the adverse effects of basic education. Serious impact on education equity. Education are likely to breed corruption. Affect the mental health of students. (3) digestion selecting school, promoting education, the basic idea of fairness. To establish a fair value-oriented, based on equity in education to create a good social environment. To the weak and poor as a principle,Rational allocation of limited resources for education. Standardization of the implementation of basic education projects to promote the balanced development of basic schools.

基础教育,作为造就人才和提高国民素质的奠基工程,是经济社会发展的动力、人力资源建设的起点,对整个社会经济发展起着基础性、先导性和全局性的作用。基础教育公平是保证公民起点和机会公平的基础,也是构建和谐社会的重要方面。但是,改革开放以来,全国各地中小学出现的择校现象却愈演愈烈,并形成一股“择校热”,严重影响了教育公平。笔者尝试剖析择校现象的深层原因,探讨其不良影响,并提出相应的解决思路。

1.引发择校现象的原因

1.1教育资源分布的不均衡是引发择校现象的客观原因;经济社会发展的不平衡是我国现阶段的一大突出问题,这种不平衡性在总体上呈现出东部发达西部后,城市发达乡村落后、大城市发达小城市落后的态势,就是同一城市、同一乡村的不同城区也呈现出差距。……
