Analysis of the current situation and optimization path of harmonious and beautiful villages in Wuhu City

AbstractHarmonious and beautiful vilages in Wuhu City，Anhui Province was takenasacase study to introduce itsdevelopment in terms of industrial support and factor guarantee，while areas requiring further improvement were analyzedandoptimization strategieswere proposed.As an important lever for implementing thecomprehensive rural revitalization strategy，the construction of research areasand beautiful rural areas has achieved significant results in industrial support，infrastructureconstruction，ecological environmentgovernance，andotheraspects.However，during the constructionprocesscertainaspectswere identifiedasneeding enhancement，suchas industrial models，villager participation，andregional development，and ecologicaldevelopment.Basedon these findings，thefollowing strategies were proposed: highlighting distinctivepositioning (by exploring intangiblecultural heritage，developing diversified industries，andadoptingdiferentiatedplanning)；encouragingvilager involvement (through informationdisclosure， publicopinioncollection，and providing channels to enhance theirroleaskeyparticipants);and coordinating regional development (bytilting policyresources toward lessdevelopedareas，improving transportationand medicalfacilities，and cultivating local talentwhileatractingreturnees)；carying out ecological environmentgovernance(promote decentralizedsewage treatment technology，expand the pilotof integrated farming and circular agriculture，andintroduce enterprises to participate inthe industrial chain of waste resourceutilization).These strategies were intended to provide references for the construction of harmonious and beautiful villages.

建设宜居宜业和美乡村是全面建设社会主义现代化国家的重要内容。主要包括乡村的产业发展、基础设施建设、生态环境保护、精神文明建设等多个方面。相关学者针对和美乡村建设展开了一系列研究，吕梦婷2研究认为，当前和美乡村建设过程中还存在着对理念认识有偏差、主体协同优势发挥不充分等问题；孟冬冬3以南阳市为例，分析了美丽乡村建设所面临的具体问题，如地方经济基础有待提高等；曹春梅4从农业现代化与农村现代化不相协调等方面分析了和美乡村建设中存在的问题。本文以安徽芜湖为例，从产业扶持和要素保障等方面介绍了和美乡村发展情况，剖析其有待提升的环节并提出优化对策，为相似区域和美乡村建设提供参考。

1研究区和美乡村建设现状

1.1产业扶持

研究区建立精品村建设工作制度，充分利用当地山、湖、江、河、林等自然生态优势，围绕“一环五线”\" 10+N^; 等美丽乡村旅游集聚区重点规划，全面推进全域乡村景观优化与功能提升，全力打造全域美丽宜居乡村风貌[5。随着乡村的快速发展，各地积极探索和美乡村建设路径。研究区以乡村产业、人才、文化、生态的振兴为核心，以农村基本具备现代生活条件为目标，以产业富民强村为主线，以改善乡村基础设施和公共服务为基础，推动和美乡村建设。2023—2024年，该地区共建设22个省级精品村。
