主持人语：国家大数据战略和数字中国战略背景下，社会数字化转型加快推进，数据作为生产要素的重要性日益凸显。作为国家重要信息资源，电子文件与数据既有明确区别，也有密切联系。如何在数据要素化背景下厘清电子文件与数据的关系，明确电子文件的价值定位，实现电子文件与数据要素的充分融合，赋能国家各行业领域充分发展，是文档数据管理领域迫切需要思考的现实问题。此次笔谈围绕电子文件与数据的概念关系、电子文件与数据的实践关系、面向数据时代的电子文件管理事业发展三个问题展开，以期通过对数据化转型背景下电子文件管理具体问题的思考，为学界和业界深化相关认知、寻求实践突破提供参考借鉴。

1电子文件与数据的概念关系

从学界和业界对“电子文件”和“数据”的权威定义和应用来看，二者概念可以从对象范畴、形式特征、功能属性、构成要素等多个层面进行辩证分析。

第一，对象范畴层面，数据是最小的有意义的信息单元，电子文件是业务活动中形成的有机联系的记录化信息，数据的范畴广于电子文件。在InterPARES项目中，“数据一信息一文件”是由外向内的“缩进”关系，数据（data）被定义为最小的有意义的信息单元，信息（information）是以人类可理解的形式存在并可以在时空范围传播的信息集合，文件（document）则是“记录下来的信息”，是以稳定的句法方式固化于某一载体上的不可分割的信息集合。……
