[Abstract] Taking the protection of intangible cultural heritage （ICH）in the YellowRiverBasinand the innovative developmentof ethnicftnessexercises as the entry point，this paper conductsaresearchontheinternallogic，practical predicaments and innovative pathsof the integration of ICH elements and ethnic fitnessexercises.Through literature research，fieldinvestigationandlogicalanalysis，itisfoundthattheintegrationofintangibleculturalhritageandethnic fitness exercises has inherentlogicssuch asstrengtheningcutural identity，enhancingaesthetic value，expandingfiness functions and the living inheritance of intangiblecultural heritage.However，in practice，thereare problems such as fragmented exploration of intangiblecultural heritage elements，homogenized arangement，shortageof profesional talents and single disemination channels.Basedonthisspecific strategies are proposed，such as consolidating the cultural foundation through intangiblecultural heritagecensusanddigitaldocumentation，breaking theshacklesof homogenization through multi-disciplinary cross-creation，cultivatinga talent team through the integrationof sports and education mechanism，and broadeningthe dissemination channels through theconstructionof river basincultural belts.

2021年《黄河流域生态保护和高质量发展规划纲要》明确提出加强文化遗产系统保护[1]，2023年《\"十四五”体育发展规划》强调挖掘民族传统体育文化内涵[2]。在此背景下，民族健身操作为融合传统舞蹈与现代健身的体育项目，成为非遗活态传承的重要载体。当前，民族健身操在全国少数民族传统体育运动会等平台展现出蓬勃生命力。如第十二届少数民族运动会中，海南队以黎族钱铃双刀舞为基础创作《同心向未来》，印证了“非遗 + 体育”的可行性。然而，黄河流域的民族健身操创新仍面临以下问题：一方面，沿黄九省区拥有河洛文化、齐鲁文化、秦晋文化等多元非遗资源，但健身操创作多停留于动作符号的简单移植，缺乏对文化内核的挖掘；另一方面，区域间协同创新能力不足，导致作品同质化严重，未能形成具有流域特色的品牌体系[3]。因此，该研究旨在厘清非遗元素与民族健身操融合的理论逻辑，剖析黄河流域的创新瓶颈，提出系统性解决方案，为构建兼具文化厚度与时代活力的民族体育范式提供参考。
