党的二十大报告指出，要把基层党组织建设成为有效实现党的领导的坚强战斗堡垒。“双带头人\"制度旨在通过优化党组织设置，加强基层党组织建设，发挥党员的先锋模范作用，进一步推动高校各项事业的发展[2-3]。高校“双带头人\"作用发挥机制的多维价值已经在实践中得到广泛认可，被认为能够有效提升基层党组织建设水平[45]。通过选拔具有较高党性觉悟和较强组织领导能力的“双带头人”，能够有效推动高校基层党组织内涵建设，有效提高党组织的凝聚力和战斗力，有效推动基层党建工作的深入开展6-。准确理解高校“双带头人\"制度建设与完善的价值意蕴，深入探索“双带头人\"作用发挥机制，对于提升高校整体党建工作水平、促进高校教育事业发展具有重大现实意义[8]。

一 高校“双带头人\"制度建设与完善的价值意蕴

全面提升组织力是基层党组织体系建设的核心[]，高校“双带头人\"制度通过选拔政治素质过硬、业务能力精湛的教师党支部书记，并通过“双带头人\"制度建设推动党建业务多融多促进而持续强化基层党组织建设，其制度建设与完善具有多方面的价值意蕴，主要体现在以下几个方面。

（一）高校基层党组织领导核心作用发挥的根本保障

高校基层党组织在学校教育教学、科研创新等各项工作中承担着领导核心职责。“双带头人\"制度的建设与完善，为基层党组织领导核心作用的充分发挥提供了根本保障。……
