Applicability Analysis of Vietnam's Power Standards

0 引言

成员包括中国、越南、柬埔寨、老挝、缅甸和泰国。中国作为澜湄合作机制首倡国，一直发挥支撑、引领作用。越南作为澜湄合作重要成员，其电力建设澜沧江-湄公河合作，简称“澜湄合作”，参与存在需求强劲、电网薄弱、输电能力不足和电力技术滞后的特点，近年的电荒给越南产业发展、经济发展带来了较大影响。而标准在促进澜湄合作互联互通中发挥着关键作用。中国通过与越南开展电力项目合作，积极引导或推动越南直接采用国际标准、中国标准，或发挥中国电力企业在标准制修订、标准体系建设领域的优势，与越南大型电力公司合作制定适用于两国的标准体系和相关标准，并将中国电力技术、相关指标要求纳入其中。但在推进过程中发现，由于越南电力系统发展滞后、诉求不一，导致越南电力标准与中国电力标准体系融合过程缓慢，不利于中越命运共同体建设走深走实。本文通过分析越南电力建设现状及电力标准需求，从越南电力标准层次结构、标准采标率与更新率、标准平均年龄等方面进行了适用性分析，并提出了越南标准优化完善思路与制修订标准方向。
