International Progress， Trends， and Recommendations for the Assessment of National Quality Infrastructure

Abstract：[Objective]This paper aims toanalyze the internationalprogress of National Quality Infrastructure （NQI） assessment，graspthecharacteristicsandtrendsofNQIassessmentunderstandthelevelofChina'sNQIconstructionand propose countermeasures andsuggestions.[Methods]This paper usesliterature review andcomparative study methods to focusonanalyzingtheindicatorompositionassessment methodsandresultsofthethreemajorassessmentsytm：GQI， QI4SD，andSCA.Italsocomprehensivelyanalyzes thestrengths andweaknesses of China'sNQIconstruction.[Results] The current QIassessment shows threecharacteristics：goal-orientedconstruction of assessment indicatorsystems，ensuring resultconsistencythroughscientificdatacolectionandassessment guidelines，andemphasizingthecorrelationbetween NQIassessment andother globalindicatorsOverallChina's NQIconstructionhasachievedemarkableresults，butthere is stillsignificantroomforimprovementinthecoverageofcertificationandaccreditationandtheimplementationof standards. [Conclusion]This paperexploresthedirectionforimprovingChina'squalityinfrastructureevaluationsystem，and proposes countermeasures and suggestions to promote the high-quality development of China's NQI.

0 引言

国家质量基础设施（NationalQualityInfrastructure，NQI）是由计量、标准、合格评定和市场监管等要素组成的体系\"，是助力科技创新提升生产效率3、推动产业变革的关键基石。近年来，各国都高度重视质量基础设施建设工作。美国通过加大政府资助力度、在前沿产业领域制定国家标准化发展战略并加强政产学研合作等方式强化NQI及其对产业发展的支撑作用[5。德国一直是NQI的积极倡导者，2021年以来更是以推进质量基础设施数字化转型为抓手，提升德国在数字经济时代的质量竞争力。从国内情况来看，《中共中央关于制定国民经济和社会发展第十四个五年规划和二0三五年远景目标的建议》指出，“完善国家质量基础设施，加强标准、计量、专利等体系和能力建设”。2023年发布的《质量强国建设纲要》中进一步明确“构建高水平质量基础设施”，并对这一任务进行了全面部署。那么，各国质量基础设施发展现状是怎样的，如何评估各国的NQI发展水平？我国NQI建设的成效如何，在国际比较中处于怎样的方位？下一阶段我国NQI建设应该从哪些方面着力，以更好地满足高质量发展的需要？这些都是当前质量基础设施研究领域函待回答的问题。

自德国联邦物理技术研究院（Physikalisch-TechnischeBundesanstalt，PTB）首次提出NQI概念以来，对NQI的研究按照内容和时间脉络大致可以分为3个阶段：首先，早期对NQI的研究主要集中在概念内涵[7]、构成要素[8]、实施框架[9]和运行机理[等方面，PTB、国际标准化组织（International Organization for Standardization，ISO）、联合国工业发展组织（UnitedNationsIndustrial Development Organization，UNIDO）和世界银行（WorldBank）等分别提出了自己的NQI概念和要素模型。……
