摘要：为推动经济社会高质量发展，促进绿色消费势在必行。基于河北省经济社会发展的实际，对河北省绿色消费文化现状展开调研，分析调研数据，总结当前河北省建构绿色消费文化面临的问题与挑战，提出从四个方面建构河北省绿色消费文化，为河北省经济社会的发展提供强有力的价值引领，即贯彻新的发展理念，推进产业结构绿色转型；坚定文化自信，把握绿色消费文化构建方向；加强宣传教育，弘扬日常生活绿色化风尚；完善体制机制，推动绿色消费文化制度建设。

Countermeasures and Suggestions for Constructing Green Consumption Culture in Hebei Province

Abstract： In order to promote high-quality economic and social development， it is imperative to promote green consumption. Based on the actual economic and social development of Hebei province， this paper carries out a survey on the status quo of green consumption culture in Hebei province. After analyzing the survey data， this paper summarizes the problems and challenges faced by Hebei province in the construction of green consumption culture and proposed that we should construct green consumption culture and provide strong value guidance for the economic and social development in Hebei province in four aspects： implementing the new development concept and promoting the green transformation of industrial structure; firming cultural self-confidence and grasping the direction of green consumption culture construction; strengthening publicity and education to promote the green style of daily life; improving the system and mechanism and promoting the construction of green consumption culture system.

党的二十大报告提出：“倡导绿色消费，推动形成绿色低碳的生产方式和生活方式。”绿色发展已经是高质量发展的必由之路，构建绿色消费文化，推动形成绿色消费方式已成为绿色发展的牵引，有助于推进经济社会高质量发展与生态文明建设迈进新征程。2022年3月，河北省发展和改革委员会等7个部门联合印发《河北省促进绿色消费实施方案》，提出在消费各领域全周期全链条全体系深度融入绿色理念，全面促进消费绿色低碳转型升级，对于促进河北省经济社会绿色转型、推动消费模式优化升级具有重要意义。掌握河北省绿色消费文化构建现状，了解河北省居民绿色消费文化认知情况，是推动河北省绿色消费文化构建的重要保障。有鉴于此，本研究在2023年10月至11月，以河北省居民为调研对象，通过发放问卷星①调查问卷开展线上调研。……
