摘要：政府部门之间的数据共享已是大数据时代政府的发展趋势，以数据共享为前提各个地方也积极推行了“最多跑一次”“一次都不跑”等多项便民改革。为了厘清跨部门政府数据共享在数据治理、共享路径安排、共享价值方面的机理，构建“输入—转换—输出—反馈”的分析框架，形成以政务数据治理为根本、以共享路径安排为依托、以公共价值创造为追求的跨部门政务共享实现路径。

Research on the Analytical Framework for Governance of Cross-departmental Government Data Sharing

Abstract： Data sharing among government departments has become the development trend of the government in the era of big data. On the premise of data sharing， various places have also actively carried out a number of convenient reforms such as “running at most once” and “not running once at all”. In order to clarify the mechanism of cross-departmental government data sharing in data governance， sharing path arrangement and value， this paper builds the analytical framework of “input-conversion-output-feedback” to form the cross-sectoral government sharing path with government data governance as the basis， sharing path arrangement as the support， and public value creation as the pursuit.

随着信息化时代的快速发展，政务数据作为政府决策和公共服务的重要依据，其价值和作用日益凸显。然而，长期以来，由于部门间信息壁垒、标准不统一以及缺乏有效的协调机制，跨部门政务数据的共享和整合面临着诸多挑战。影响着政府部门的协同效率，也制约了公共服务水平的提升。构建一套有效的跨部门政务数据共享治理分析框架，有助于打破这些壁垒，促进政府部门间的数据互联互通和协同合作，提高政务数据的使用效率，更好地满足公众对高质量公共服务的需求。

一、问题的提出

为适应数字化、信息化发展的外部环境和时代趋势，充分利用海量数据资源和数字化新技术，数据治理已成为政府治理发展的必然趋势［1］。党的十九届四中全会聚焦推进国家治理体系和治理能力现代化、建设社会治理共同体，推进新时代数字政府治理和数字政府改革。要基于数据共享与数字共治，加快数字经济时代下政府职能的转变和升级，推动数字政府建设［2］。……
