摘要：“三全育人”理念已经成为高职院校思想政治工作开展的基本理念导向。完善新时代思想政治工作体系，要着力在系统性、整体性、协同性、科学性上下功夫、见成效，须进一步坚持目标引领，完善内容要素，体现职业教育特征，凸显时代特点。通过有效联结校内外力量精准施策，最大程度激活学校育人因子，全面覆盖人才培养对象，有效、有力、有质地促进思想整治工作的功能提升。

Research on Strategies for Improving the Ideological and Political Work System in Higher Vocational Colleges Under the Guidance of "Three-All Education"

Abstract：The “Three-All Education”concept has become the basic concept orientation for ideological and political work in higher vocational colleges. In order to improve the ideological and political work system in the new era， it is necessary to make efforts to be systematic， holistic， collaborative and scientific to ahieve results， and it is necessary to further adhere to the guidance of goals， improve content elements， reflect the characteristics of vocational education， and highlight the characteristics of the times. By effectively connecting on-campus and off-campus forces to implement precise policies， we aim to activate the school's educational factors to the greatest extent， and comprehensively cover the target of talent cultivation， so as to effectively， powerfully and qualitatively promote the functional enhancement of ideological and political work.

党的二十大报告强调，用社会主义核心价值观铸魂育人，完善思想政治工作体系，推进大中小学思想政治教育一体化建设，坚持依法治国和以德治国相结合，把社会主义核心价值观融入法治建设、融入社会发展、融入日常生活。对进一步完善新时代思想政治工作体系指明了新方向，提出了新要求，表達了新期待。

当前，“三全育人”理念已经成为高职院校思想政治工作开展的基本理念导向。高职院校要结合时代要求，坚持目标引领，进一步完善工作体系建构。应充分考虑体系的系统性、整体性、协同性、科学性，完善其中的内容要素，最大程度激活学校育人因子，激发育人群体积极性、主动性，按照育人规律精准施策，做好综合评价，有效、有力、有质地促进思想整治工作的功能提升。
