摘 要：国民经济和社会发展已进入加快绿色化、低碳化的高质量发展阶段，对电能质量的要求愈发升高，如清洁能源、分布式光伏、电气化技术等。我国电力工程配电网建设要增加建设规模和资金投入，增加建设项目，并在实施过程中进行全过程管理，以满足更多人的用电需求，提高电能质量，推动社会各行业快速发展。论文主要分析了配电网建设阶段工程管理存在的问题，并探讨了有针对性的解决方案。

Problems and Solutions in Engineering Management Duringthe Construction Stage of Distribution Network

Abstract：As the national economy and social development have entered a stage of accelerating green and low-carbon high-quality development， the demand for power quality is increasing， such as clean energy， distributed photovoltaic， and electrification technology development. China’s power engineering distribution network construction needs to increase the construction scale and investment， increase construction projects， and carry out full process management during the implementation process to meet the electricity demand of more people， improve more reliable power quality and promote the rapid development of various industries in society. This article mainly analyzes the problems in engineering management during the construction phase of the distribution network， and explores targeted solutions.

在電力系统中，配电网作为供电服务的“最后一公里”，其存量和增量巨大，故配电网的建设至关重要。近年来，电力部门加大配电网项目的建设力度和投资力度，推进新型电力系统，保障实现双碳目标。由于配电网运行环境复杂，线路覆盖范围广，工程建设阶段问题持续增多，所以务必加强配电网建设的全过程管理，以提高电力企业的供电质量，为全社会提供可靠、充足的电力保障。

1 管理在配电网工程中的重要作用

随着绿色、环保、低碳生活方式的推广，社会在不断发展的同时，对电能的需求也在增加。为更好地满足人民群众生产生活用电需求，将加大配电网建设规模和资金投入。配电网建设工程极其繁琐，建设周期较长，在配电网施工阶段，配电网的全过程管理是保障施工期配电网安全、工程质量、工程进度、提升工程整体经济效益的核心任务。应加强对电力企业配电网全过程监督管理的源头控制，严格按照配电网工程前期可行性设计阶段的实际需要和发展目标，以科学准确的方法编制可行性研究报告和初步设计；……
