摘 要 论文采用文献研究法，搜集、整理自上世纪至2020年新冠疫情爆发以来发表的文献，梳理理清研究的脉络，总结成果，形成对图书馆界防疫工作研究的评价。论文收集1990年代至2022年2月发表的文献，划分为三个阶段，再依据主题进行分类，从文献的主题、时间、作者、机构和关键词等角度，归纳各阶段的重点。结果表明：1980年代以来的研究呈现逐渐深入、扩大的趋势。2020年以后的疫情中，不同类型的图书馆采取了不同的工作方式，做出了各自的贡献。已有的研究将对未来中国图书馆的防疫体制、服务模式、资源建设、技术服务以及人才需求提供参考。

Summary of Research on Library Emergency Management in the Background of Public Health Emergencies

Abstract Using literature research method， chis paper collected and collated the literature published since the outbreak of COVID-19 in the last century to 2020， combing clarifying the research context， summarizing the results， and forming an evaluation of the research work in the This paper collects library sector. the literature published from 1990s to February 2022， divides it into three stages， classifies it according to the theme， and summarizes the key points of each stage from the perspective of the theme， time， author， organization and key words of the literature. The results show that the research has gradually deepened and expanded since 1980s. In the epidemic situation after 2020， different types of libraries have adopted different working methods and made their own contributions. The reference mode for the construction of epidemic prevention system and technology in China and the reference mode for the construction of epidemic prevention system and services in the future will be provided.

0 引言

突發公共卫生事件，是指突然发生，造成或者可能造成社会公众健康严重损害的重大传染病疫情、群体性不明原因疾病、重大食物和职业中毒，以及其他严重影响公众健康的事件[1]，具有突发性强、控制难度大、影响周期长的特点，对全社会和人类生活造成长期且巨大的影响[2]。1949年以后，国内曾经出现若干次疫情，1986年，天津中医学院最先报道在调查本校学生中乙肝传染原因时，发现与图书馆的图书污染有直接关系，并报告了防疫和处置效果[4]。1988年的甲肝流行，2002年底非典型性肺炎（SARS，以下简称非典）爆发等，虽然有一些研究，但图书馆公共防疫研究却未受到重视。2019年底，全球新型冠状病毒肺炎（COVID-19，以下简称新冠肺炎）疫情突发，也触发了图书馆界对突发公共卫生事件应急管理研究的高潮。……
