摘 要 健康素养及公民健康和社会发展息息相关，健康中国背景下，公共图书馆作为信息集散中心和公共文化服务机构，相继开展了健康信息服务，但从实践情况看效果并不凸显。通过案例研究法、文献和网络调查法，论文对拉美地区虚拟健康图书馆建设情况进行调研，对虚拟健康图书馆运作模式、组织架构、服务内容及特点进行剖析，结合国内公共图书馆健康信息服务现状，提出相关参考建议。

Practice and Enlightenment of Virtual Health Library in Latin America

Abstract Health literacy and citizens health are closely related to social development. In the context of healthy China， public libraries， as information distribution centers and public cultural service institutions， have successively carried out health information services， but the effect is not obvious from the perspective of practice. Through case study， literature and network survey， this paper investigates the construction of virtual health libraries in Latin America， analyzes the operation mode， organizational structure， service content and characteristics of virtual health libraries， and puts forward relevant reference suggestions based on the current situation of health information services in domestic public libraries.

0 引言

《“健康中国2030”规划纲要》提出，2030年实现“人民健康水平持续提升，健康服务能力大幅提升，健康保障体系进一步完善”[1]。国家“十四五”规划提出要全面推进健康中国建设，把保障人民健康放在优先发展的战略位置[2]。然而，据国家卫健委报告，2020年我国居民健康素养水平为23.15%，虽比2019年的19.17%有较大提升，但仍处于较低水平[3]。健康素养与公民健康和社会发展息息相关，较低的健康素养水平会极大地影响公民健康，导致健康不公平现象的加剧，增大社会运作成本[4]。

目前，经过三年的疫情防控和医疗摸索，公民对健康的重视和渴求达到新的高度。虽然国内学者针对健康信息服务提供者、服务对象和健康信息服务进行了研究，国内各图书馆也积极响应并探索开展健康信息服务实践，但相比于国外优秀案例，特别是医学专业图书馆健康信息服务而言，其服务仍存在健康资源专业性过强、服务类型较少、服务深度不够、互动性不强等问题。……
