摘 要 论文以财经高校特藏资源建设为例，通过网络调研和文本分析检视新环境下此类专科高校图书馆现状和问题，反思其特藏资源建设策略，提出专科高校图书馆要挖掘行业特色才能推进凸现专科教育内涵的特藏资源建设；要关注时代变革才能完善响应用户需求的资源管理制度；要跨界融合发展才能推进构建特色资源内容保障体系；要优化数字技术才能提升特色资源内容品质和特藏服务效能，提升新“双一流”建设中高校图书馆特色馆藏可持续发展能力。

Review and Reflection on the Resource Construction of College Library in the New “Double First-class” Construction： Taking the Construction of Characteristic Collections in the Libraries of Financial Colleges and Universities as an Example

Abstract Taking the construction of special collection resources in finance and economics colleges as an example， this paper examines the current situation and problems of such college libraries in the new environment through network research and text analysis， reflects on the development strategy of their special collection resources construction， and proposes that college libraries should tap the industry characteristics to promote the construction of special collection resources that highlight the connotation of college education; only by paying attention to the changes of the times can we establish and improve the resource management system that responds to the needs of users; only cross-border integration and development can promote and build the content guarantee system of characteristic resources; only by optimizing digital technology can we continuously improve the content quality of characteristic resources and the service efficiency of special collections， and enhance the sustainable development ability of characteristic collections of university libraries in the new “double first-class” construction.

0 引言

2021年12月，習近平总书记在中央全面深化改革委员会第二十三次会议上提出“突出培养一流人才、服务国家战略需求、争创世界一流的导向，深化体制机制改革，统筹推进、分类建设一流大学和一流学科”的“双一流”建设方向；2022年2月8日，教育部发布2022年工作要点进一步提出“打破身份限制，引导各高校在各具特色的优势领域和方向上创建一流”[1]的自主分类建设、特色发展新思路。这为以特色发展为目标的专科类高校加入“双一流”建设，提供了新的目标与契机。因此，在新的“双一流”背景下，作为重要学术性机构的图书馆应与专科高校特色发展相配套，创新性开展特色馆藏建设，用特色资源和特色服务实力呼应“图书馆水平是学校总体水平的重要标志”。

近年来，不少高校图书馆大力发展特藏，如北京大学、清华大学、厦门……
