摘 要：搜集梳理美俄两国数十年的档案解密统计数据，通过对美俄档案解密制度及背景和动因的研究，总结其经验和教训，为完善我国档案解密和开放审核制度提供参考。并从四个方面提出了具体建议：以总体国家安全观为指导，建立符合党和国家重大战略、服务于人民根本利益的档案定密、保密和解密体系；以新《档案法》为依据，完善档案解密制度和档案开放审核制度；在解密过程中坚持保密与解密并重，绷紧保密之弦；建立责任清单，监督落实到位。

Archives Declassification in American and Russia and Its Enlightenment

Abstract：Through the collection of declassified statistics from the decades-long archives of both countries， their backgrounds and motivations， their experiences and lessons learned provide references for improving the archival declassification and open audit systems in China. And recommendations are made in the following four aspects： under the guidance of the Overall National Security Concept， establishing an archival the system of declassification； on the basis of the new Archives Law， improve the system of archives declassification and the open audit system of archives； confidentiality and declassification should be given equal importance and the string of confidentiality should be tightened； and a list of responsibilities should be established to monitor the implementation.

档案解密是发挥档案价值，实现档案资源共享的前提。前国家档案局局长李明华在2017年召开的全国档案安全工作会议上指出，到期档案解密和划控工作因制度不健全等原因而推进困难，档案安全保密与开放利用之间的矛盾突出。[1]国家档案局于2021年6月发布的《“十四五”全国档案事业发展规划》强调，要建立健全档案开放审核建议机制及档案解密和开放审核相关制度，实现档案开放审核的法治化、规范化、常态化。[2]有序推进档案解密与开放审核是当前各级国家档案馆的重要任务。同时，在新的国家安全形势下，必须保障档案解密与开放审核的合法性和规范性，提高解密的质量和效率。

在国际上，美国和俄罗斯的档案解密制度具有一定的典型性，反映了两国服从国际政治与外交需要、国内社会诉求乃至国家安全战略的考量，其经验和教训值得关注。……
