摘要：本文在对中小期刊信息化过程中资金、人力投入的困境进行深入调研后，提出利用目前流行云平台技术进行信息化的解决办法。云平台通过集中的软硬件基础设施建设，让计算能力、存储能力、网络等硬件能力变成可弹性采购的基础商品对所有人开放，大大节约中小期刊系统在基础硬件、运维方面的资金及人力投入，编辑部可通过独立部署云化期刊系统或者采购SaaS云化期刊软件能力来解决信息化的问题。

Cloud Application Exploration of Online Periodical Acquisition and Editing System

Abstract：After an in-depth investigation of the predicament of capital and human input in the process of informationization of small and medium-sized periodicals， this paper puts forward the solution of informationization by using the current popular cloud platform technology. Cloud platform by focusing on software and hardware infrastructure construction， make computing power， stor? age capacity and network hardware such as ability to open to all can be the basis of elastic purchasing goods， greatly save small journal system in basic hardware and operational aspects of money and effort， the editorial by independent deployment of cloud sys?tem or purchasing SaaS cloud periodicals software ability to solve the problem of informatization.

1中小型期刊信息化的困境

目前很多中小企事业单位在进行信息化建设的过程中遇到一种窘境，如果完全基于自身实力来进行软件、硬件及人才的建设投入，很多企事业单位不会去进行如此大量的采购，进而放弃拥抱互联网便捷办公的机遇，仍然长时间停留在依靠人工、电子邮件、QQ或微信交流等简易及落后的办公流程中，中小期刊社在进行信息化建设的过程中也是如此。

调研中发现较多中小期刊社的运转流程是由作者通过电子邮件、快递邮件投稿，期刊编辑经过QQ、微信进行在线沟通，外审专家及编辑部上下级是通过纸质文件进行审阅、审批。此流程没有完整的系统轨迹记录，交互过程较为零散，过程信息丢失严重，对历史数据及过程进行调阅及回顾往往费时费力，在长期的运作中效率较为低下且纸质文件易于损毁丢失，不便调阅及进行直观的报表数据分析【1-3】。……
