摘 要：为构建知识产权大保护工作格局，国家知识产权局陆续批复建设了一批知识产权保护中心，截至目前已有20多家保护中心投入运营。本文结合知识产权保护中心现今状况，研究分析了保护中心在运行过程中存在的不足，并针对所述不足提出了相应的优化提升策略。

Abstract： In order to build a large-scale intellectual property protection work pattern， the State Intellectual Property Office has successively approved the construction of a number of intellectual property protection centers.So far， more than 20 protection centers have been put into operation. Based on the current situation of the intellectual property protection center， this paper studies and analyzes the deficiencies in the operation of the protection center， and correspondingly puts forward some optimization and promotion strategies .

创新是引领发展的第一动力，保护知识产权就是保护创新[1-2]。当前，国与国之间的竞争很大程度上表现为知识产权方面的竞争，良好的知识产权保护环境是激发企业家和技术技能人才队伍创新热情的根本保障。中国专利制度虽然起步较晚，但发展迅速，随着国家知识产权战略的不断推进，企业知识产权保护意识逐渐增强，自主创新能力逐步提升。当前，中国正在从知识产权引进大国向知识产权创造大国转变，知识产权工作正在从追求数量向提高质量转变。

国家知识产权局局长申长雨指出：强化知识产权保护，要加快建立知识产权严保护、大保护、快保护、同保护工作机制[1]。2016年，国家知识产权局在全国开展知识产权快速协同保护工作，一大批知识产权保护中心应运而生。截至目前，全国共建设知识产权保护中心50家。

与各地自主设立的知识产权维权保护中心不同，知识产权保护中心职能更为全面，集快速审查、快速确权、快速维权以及导航预警于一体，更便于缓解相关权利人在维权过程中普遍存在的举证难、周期长、成本高等问题[2-3]。……
