【摘  要】电力行业作为国民经济的基础产业，随着经济进入以增速变缓为特征的“新常态”，我国的电力行业正开展一场以增质提效为目标的“供给侧改革”。电力供给侧改革离不开政策的引导和规范。论文从各省电力供给侧改革响应情况、电源与电网供應情况、地区示范项目建设情况以及电力体制改革推进情况等方面对电力供给侧改革政策实施效果进行实践分析，同时针对电力供给侧改革政策存在的问题提出相关发展建议，以实现更好的电力供给侧改革政策效果。

【Abstract】As a basic industry of the national economy， the power industry in China is carrying out a "supply-side reform" aimed at improving quality and efficiency as the economy enters the "new normal" characterized by slower growth. Power supply-side reform can not be separated from policy guidance and norms. This paper analyzes the implementation effect of the power supply-side reform policy from the aspects of the response to the power supply-side reform in various provinces， the supply of power and power grid， the construction of regional demonstration projects and the promotion of the power system reform. At the same time， relevant development suggestions are put forward in view of the problems existing in the power supply-side reform policy， so as to achieve better effect of the power supply-side reform policy.

1 引言

2015年11月，“供给侧改革”这一专有名词被财经领导小组人员首次提出，随后又被进一步扩充，强调要对供给质量和供给效率进行提升，对供给侧改革实施结构性调整，以此推动我国社会生产力的高速发展。从我国经济发展现状来看，经济运行面临着结构性失衡问题，单纯依靠总需求管理已不能适应经济发展需求，需要从供给侧、结构性改革上想办法，努力实现供求关系新的动态均衡。而电力供给侧改革作为推动电力行业发展的重要航标，对实现产业结构调整、降低能耗、促进环保等目标起着至关重要的作用。对于电力行业自身来说，已经不能再依靠加大“投资”来解决行业发展困境，我国的电力行业，迫切需要开展一场以增质提效为目标的“供给侧改革”，以促进电力结构优化，改变以往粗放式能源发展方式，推动我国电力行业持续健康发展。……
