【摘  要】智慧城市建设是当前促进社会发展的重要内容。论文基于大数据背景，总结了智慧城市建设遇到的困境，针对这些困境和问题，提出了智慧城市建设的创新路径：强化顶层设计，营造良好发展环境;鼓励公民参与，打造多元整合机制;加强信息建设，强化数据驱动基础;完善法律法规，加强相关制度建设;优化评估体系，及时调整具体规划。通过发挥大数据技术的优势，推动智慧城市的建设和发展。

【Abstract】Smart city construction is currently an important part of promoting social development. Based on the background of big data， this paper summarizes the difficulties encountered in the smart city construction. In view of these difficulties and problems， this paper puts forward the innovation paths of smart city construction： strengthening the top-level design， creating a good development environment， encouraging citizen participation， creating a diversified integration mechanism， strengthening information construction and strengthening the data-driven foundation， improving laws and regulations， strengthening the construction of relevant systems， optimizing the evaluation system， and adjusting specific plans in time. Promoting the construction and development of smart city by leveraging the advantages of big data technology.

1 引言

从21世纪开始，大数据一词被越来越多的人使用，学者对于大数据与其他领域的结合模式也有了更多的研究。大数据的发展，让智慧城市建设焕发了新的生命力。在大数据时代背景下，充分运用大数据技术实现智慧城市建设和智慧治理，是当前城市发展的重要目标。

智慧城市集物联网、云计算、互联网以及大数据等现代化的信息技术和城市管理于一体，能有效地解决智慧城市在建设和运营过程中遇到的很多困难，有助于对城市进行更为精细化、专业化、智能化的管理，让智慧城市的居民能够更加方便快捷地获得和享受智慧城市的公共服务，同时，其是新型城镇化和未来城市治理的一个发展趋势，体现了新时代共建共治共享的要求。
