摘 要： 以建始县2019年第五次森林资源普查成果为主要依据，阐述了建始县森林资源的现状，提炼和总结了全县森林资源的特点，并针对目前全县森林资源保护发展中存在的问题进行了分析，提出了加强森林资源保护、林业产业发展等方面的对策及建议，旨在为全县森林资源高质量发展提供参考依据。

Abstract：

Based on the fifth forest resource census in Jianshi County in 2019，we expounded situation of forest resources in Jianshi County，and then abstracted and summarized characteristics of forest resources in the whole county，And in view of the current county forest resources protection and development of the existing problems were analyzed，The countermeasures and suggestions on strengthening the protection of forest resources and the development of forestry industry were put forward.The aim is to provide a reference for the high quality development of forest resources in the county.

森林是陸地生态系统的主体和重要的自然资源，是维护国土生态安全和实现中华民族永续发展的重要保障[1]。森林资源规划设计调查是一项以反映森林资源现状以及森林经营管理水平为目的的林业基础工作，是森林经营管理的重要组部分。其调查成果为管理和经营森林、制定林业发展规划、编制森林经营方案、编制森林采伐限额等提供科学数据，也是落实森林生态效益有效补偿，开展森林碳汇、森林生态系统服务功能评价的重要依据。2019年，建始县完成了第五次森林资源普查工作，依据普查成果，综合分析与评价全县森林资源现状特征，客观反映森林经营管理绩效，提出对现有森林资源培育、保护与利用的措施，为全县的森林可持续发展提供决策依据[2]。

1 区域概况

建始县位于鄂西南山区北部，北纬30°06′～30°54′、东经109°32′～110°12′，东连巴东县，以野三河为界;西接恩施市，以太阳河为界;南邻鹤峰县，以长河、茶寮河为界;北与重庆市巫山县毗连;西北与重庆市奉节县、巫山县两县接壤。……
