摘    要：基建项目财务管理信息化，是指企业利用现代化网络技术的电子信息处理技术，以基建项目的财务管理为核心内容，通过业务管理与财务管理的一体化融合，实现对基建项目相关财务信息快捷采集与处理的信息化系统，在业务操作、管理控制和战略决策等多個层面为企业提供信息系统支持。本文结合笔者多年来的基建项目财务管理经验，分析现阶段基建项目财务管理在企业中普遍存在的问题，提出可行的信息化建设方案及目标。

Abstract： Infrastructure project financial management informatization refers to the information system that enterprises use the electronic information processing technology of modern network technology， take the financial management of infrastructure project as the core content， and realize the quick collection and processing of financial information related to infrastructure projects through the integration of business management and financial management， providing information system support for enterprises in business operation， management control and strategic decision. This paper mainly combines many years of experience in financial management of infrastructure projects， analyzes the common problems existing in the financial management of infrastructure projects in enterprises， and puts forward feasible information construction scheme and objectives.

1     前言

按照《企业会计准则》等相关规定，在设备和厂房投入使用前，均属于基建财务核算的范畴，其历经立项、招标、签订合同和付款、验收和转固等多个阶段，且一些项目建设周期较长、涉及金额较大。根据财政部《基本建设财务规则》（2016年财政部第81号令）要求，各项目实施单位均要加强基本建设项目财务管理，有效的节约项目建设资金，控制项目实施成本，提高投资效益。基建项目财务管理作为企业财务管理的重要组成部分，在项目建设过程中，基建财务管理是基建项目持续、快速、健康发展的重要保证。为了保证基建项目的有序进行，防范管理过程中的差错和舞弊，合理使用基建资金，提高资金的使用效益，加强基建财务管理信息化建设显得尤为重要。

2    基建项目财务管理信息化内容及现状

2.1   主要内容

基建项目财务管理，是指企业在项目建设实施过程中的资金来源、使用以及各方面的财务关系进行控制，促使企业以最合理方式筹集、分配和使用项目资金、提高项目投资效益的的一项管理过程。……
