摘 要：近年来，《公安机关办理行政案件程序规定》《道路交通安全违法行为处理程序规定》《行政处罚法》等法律规范相继修订，公安交管“放管服”改革和执法规范化建设深入推进，对执法办案提质增效提出了更高要求。面对新问题、新挑战，江苏省苏州市张家港市交警大队积极回应人民群众关切，以提高执法办案效率、提升执法服务水平、加强执法监督为目标，积极探索开展道路交通安全违法行为“掌上行政速裁”，既方便了行政相对人，又避免因当事人逃避处罚致使案件久拖不决，极大提升了执法办案效率，取得了良好的法律效果和社会效果。本文以张家港经验为切入点，围绕道路交通安全违法行为行政速裁相关问题展开研究，以期为公安交管部门执法办案提供参考。

Abstract： In recent years， the "Procedures for the Handling of Administrative Cases by Public Security Organs"，"Procedures for the Handling of Road Traffic Safety Illegal Acts"， "Administrative Penalties Law" and other legal norms have been revised successively. Higher requirements are put forward for improving the quality and efficiency of case handling. Faced with new problems and challenges， the Zhangjiagang Traffic Police Brigade， Suzhou City， Jiangsu Province actively responded to the concerns of the people， with the goal of improving the efficiency of law enforcement， improving the level of law enforcement services， and strengthening law enforcement supervision， and actively explore the implementation of "hand-held administrative quick judgment" on road traffic safety violations，not only facilitates administrative counterparts， but also avoids prolonged delay in the case due to the partys evasion of punishment， greatly improving the efficiency of law enforcement and handling cases， and has achieved good legal and social effects. This article uses Zhangjiagangs experience as a starting point， and studies related issues related to the rapid administrative adjudication of road traffic safety violations， in order to provide a reference for the law enforcement of the public security traffic management department.

党的十九届三中全会指出，要科学优化政府机构设置及职能配置、完善公共服务管理体制、提高行政效率及政府效能。2018年修订的《公安机关办理行政案件程序规定》（公安部令第149号）第六章第二节规定了公安机关行政案件快速办理的工作机制，明确通过简化取证方式和审核审批手续等措施加快案件办理速度。2020年修订的《道路交通安全違法行为处理程序规定》（公安部令第157号）明确了道路交通安全执法快速办理规定，要求对违法行为人单处二百元（不含）以上罚款适用一般程序的，可以通过简化取证方式和审核审批手续等措施快速办理。……
