摘  要：文明吸烟软环境体系建设是一项系统性工程，建设过程中需要充分发挥科技的引领作用。针对目前文明吸烟软环境体系建设在国家政策、法律法规、市场经济、社会人文和舆论宣传等方面存在的问题，文章认为，有关建设部门应以科技引领文明吸烟政策的制定，推进政策执行;搭建智慧法律服务平台，监督公众遵纪守法;构建科学消费体系，强化智能技术支撑;创建科技智慧平台，推广文明吸烟文化;充分运用互联网新媒体，加大舆论宣传力度等。

Technology Leading the Construction of Civilized Smoking Soft Environment System：Significance，Current Situation and Paths

Abstract：The construction of civilized smoking soft environment system is a systematic project，which needs to give full play to the leading role of science and technology. In view of the problems existing in the construction of civilized smoking soft environment system in political policies，laws and regulations，market economy，social humanities and public opinion publicity，science and technology should lead the formulation of civilized smoking policy and promote the implementation of the policy;build a smart legal service platform to supervise people's compliance with discipline and law;build a scientific consumption system and strengthen the support of intelligent technology;create a scientific and technological intelligence platform to promote civilized smoking culture; make full use of new Internet media and strengthen public opinion publicity.

一、问题提出与文献综述

（一）问题的提出

烟草控制是当下全球公共卫生热点之一，其与人民的日常生活息息相关，文明吸烟软环境体系建设是重要的民生工程。我国烟民基数大，吸烟场所不固定，公共场所吸烟行为差異较大，存在一定程度的烟草暴露问题，科学理性控烟迫在眉睫。2003年11月10日，中国正式签署《世界卫生组织烟草控制框架公约》（简称《公约》），成为第77个签约国。2005年8月28日，全国人民代表大会常务委员会表决批准了该《公约》，并于2006年1月正式生效。中国在签署《公约》时承诺：5年之内，在室内公共场所和室内工作场所，采取积极有效的控烟政策，防止公民接触烟草烟雾。但是目前我国控烟形势不容乐观，在科学控烟和保障吸烟者合法权益中之间找到平衡点需要考验相关部门的管理智慧。2016年10月25日，中共中央、国务院印发了《“健康中国2030”规划纲要》，文件明确要求：“全面推进控烟履约，加大控烟力度，运用价格、税收、法律等手段提高控烟成效。……
