摘  要：北京市科技新星计划自1993年实施以来，已遴选了28批共计2663名相关人才，是北京市实施时间最长的青年科技人才培养计划。文章通过对28年来北京市科技新星计划入选与评审基本情况的统计分析，概述了新星计划的发展历程、科技人才评价的发展脉络与重点要素，并为青年科技人才及科技机构提高申报人才计划成功率提出建议。

Research on Countermeasures for Application of Science and Technology Talent Plan

——Analysis Based on Implementation of the Rising Star Program in 28 years

Abstract：Beijing nova Program  was implemented in 1993，28 batches of 2663 people have been selected，it is the longest-running youth science and technology talent training program in Beijing. Based on the statistical analysis of the basic situation of the selection and review of the Rising Star Program in the past 28 years，this article briefly describes the development process of the Rising Star Program，the development context and key elements of the evaluation of scientific and technological talents，and proposes for young scientific and technological talents and scientific and technological institutions to improve the success rate of applying for the talent plan.

北京市科技新星計划（简称“新星计划”）实施近30年，是北京市政府财政支持，北京市科学技术委员会、中关村科技园区管理委员负责执行的重要科技人才计划，为北京市培养了大批优秀科技人才与管理专家。笔者通过对1993—2020年该计划入选人的数据统计分析，对新星计划实施效果进行了回顾性研究，以期有效让青年科技人才更了解该计划的实施特征，并提升申报成功率。

一、北京市科技新星计划基本情况

（一）1993—2020年入选人员数量与单位类型分布状况

截至2021年9月，北京市科技新星计划共遴选2663名相关人才，其中有835人来自高校，占比31.4%;有596人来自科研院所，占比22.4%;有710人来自医疗机构，占比26.7%;521人来自企业，占比19.6%。从以上数据可以看出，私营科技机构的入选人才占比较低。从时间上看，在1993—2001年的9年间共289人入选新星计划，平均每年入选新星计划的人数约为32人，高校、科研院所、医疗机构和企业分别占比为34.7%、22.6%、26%和16.7%。以上4类科技机构的入选人数中，高校入选人数占比最高，企业入选人数占比最低。……
