摘   要  县级国土空间规划是县域可持续发展的空间蓝图。建立规划编制、审批、实施、监督全过程的规划实施保障机制，是保障縣域各类开发、保护建设活动稳步实施的重要前提。本文基于机构改革及国土空间规划新形势新要求，从县级国土空间规划编制审批机制，组织实施机制，监测预警和监管、评估机制3个方面探索构建县级国土空间规划实施保障机制。

Operation Guarantee Mechanism of County-level Land Space Planning under New Situation

Abstract： County-level land space plan is the spatial blueprint of sustainable development for county. To establish an operation guarantee mechanism system about the whole planning process of compilation， approval， implementation and supervision is an important precondition to guarantee the steady implementation of various development， protection and construction activities in county areas. Based on the relevant requirements of institutional reform and the new situation and requirements of land space planning， this paper explores the construction of a guarantee mechanism for the implementation of county-level land space planning from three aspects： the compilation and approval mechanism， the organization and implementation mechanism， the monitoring and early warning， supervision and evaluation mechanism.

国土空间规划实施保障机制是国土空间规划落地实施的有力机制保障。《中共中央  国务院关于建立国土空间规划体系并监督实施的若干意见》（中发〔2019〕18号）从强化规划的权威、改进规划的审批、健全用途管制制度、规划的监督实施、推进“放管服”改革等五个方面，对国土空间规划实施保障作了要求。与之配套的相关部委、省、市文件在保障规划权威、规划审批、用途管制、规划监督实施、“放管服”改革、信息平台建设、预警机制、近期安排等国土空间规划实施保障诸多方面，提出了具体可操作的明确要求。

本文立足现有的法律法规框架体系和国家改革背景，充分运用新技术新方法，通过研究规划传导、用途管控单元划分、管制规则、规划监管体系等问题，着力构建县级国土空间规划编制审查，组织实施，监测预警和监管、评估三大实施保障机制，推动县级层面科学可操作的国土空间实施保障体系形成。……
