摘  要  随着测绘地理信息技术体系升级换代和测绘管理格局的重大变化，建立适应新时代要求的新型基础测绘体系，推动基础测绘服务能力和水平大幅跃升，做好新时期测绘“两服务、两支撑”工作，成为测绘工作者努力的动力和方向。本文分析了湖南省基础测绘发展现状、存在的问题，就构建新型基础测绘体系建设进行了若干思考。

Practice and Thinking on the Construction of New Basic Surveying and Mapping System

Abstract：  The surveying and mapping geographic information technology system has been upgraded. Significant changes have taken place in the surveying and mapping management landscape. The driving force and direction of surveying and mapping workers is to establish a new basic surveying and mapping system that meets the requirements of the new era， and to promote a substantial leap in basic surveying and mapping service capabilities and levels. Do a good job in supporting natural resource management， serving the construction of ecological civilization， supporting the needs of various industries， and serving economic and social development. This paper analyzes the development status and existing problems of basic surveying and mapping in Hunan Province， and some thoughts on the construction of a new basic surveying and mapping system.

基礎测绘是集自然垄断性、权威性、基础性、公益性为一体的，服务国家经济建设、国防建设、社会发展和生态保护的前期性、基础性、公益性事业[1]。2015年6月，国务院批复同意的《全国基础测绘中长期规划纲要（2015—2030年）》（以下简称《规划纲要》）中提出，到2030年全面建成新型基础测绘体系[2]。2016年8月，国家发展改革委与国家测绘地信局联合印发的《测绘地理信息事业“十三五”规划》提出“打造由新型基础测绘、地理国情监测、应急测绘、航空航天遥感测绘、全球地理信息资源开发等‘五大业务构成的公益性保障服务体系”[3]。2019年9月，自然资源部办公厅《关于印发〈新型基础测绘体系数据库建设试点技术指南〉的函》提出“建成‘一库多能、按需组装的国家地理实体基础时空数据库”[4]。“新型基础测绘”将成为测绘地理信息工作的新引擎。如何构建新型基础测绘体系，打造符合国情、省情的基础测绘，笔者针对湖南省基础测绘发展现状、存在的问题，提出新型基础测绘体系建设若干思考。……
