摘 要 本文以当前建设用地审批存在的审批难、协同难、监管难、处置难等问题和建设用地要素化、市场化改革目标为导向，通过信息技术手段，分阶段搭建建设用地审批的信息系统等共同构建建设用地市场标的要素化、市场规则全面化、市场主体多元化和市场手段数字化的模式，既可有效破除建设用地审批的困难，也可提升建设用地要素在市场化改革中效率、效果，为深化放管服改革理念、践行数字政府建设探索改革实践经验。

Exploration of Spatial Governance Mode in the New Era—Taking Constructionl and Approval as an Example

Abstract： The problems exist in the current construction land approval， such as approval difficulty， coordination difficulty， supervision difficulty and disposal difficulty. In this paper， the information system of construction land approval in different stages was build by the means of information technology. A model was jointly build in which the subject matter of the construction land market is characterized by elements， the market rules are comprehensive， the market subjects are diversified and the market means are digitized. It can not only effectively break the difficulties of construction land approval， but also improve efficiency and effect of construction land elements in market-oriented reform. It explores practical experience for deepening the reform concept of “decentralization， management and service” and practicing the construction of digital government.

建设用地审批工作，是中国特色土地用途管制的重要组成部分。新时代对建设用地审批工作改革提出更高的要求。建设用地审批改革工作不仅需要完善建设用地要素市场机制和交易规则，还需要先进信息技术手段予以支持。信息技术手段在建设用地审批改革工作的应用，既可推进建设用地要素市场化配置，有效发挥其综合效益，也能促进数字政府的建设。

1 建设用地审批的现状与困境

1.1 实践背景

当前，建设用地审批是各地普遍关注的焦点，也是当前破解土地要素市场化配置、完善土地管理体制的关键内容。总体说来，当前建设用地审批存在四大困境：

一是建设用地要素信息不对称，导致审批难。当前，土地利用年度计划、新增建设用地指标等存在结构性矛盾，部分地方有项目没指标，部分地方有指标没项目。……
