摘要：为保证突发情况下的电力系统平稳接续运行，做好电网综合应急管理工作具有重要意义。但电网是一个复杂的系统，其应急管理涉及面很广，必须依靠先进的信息技术来辅助处理。文章在分析了当前电网应急管理中存在的问题的基础上，设计了一套电网应急管理系统，并探讨了其在电网应急管理工作中的具体应用。希望文章的研究可以为电网的管理提供一个新的视角。

Design and Application of Integrated Emergency Management System for Power Grid

Abstract：In order to ensure the smooth continuous operation of power system in case of emergency，it is of great significance to do a good job in the comprehensive emergency management of power grid. However，the power grid is a complex system，and its emergency management involves a wide range，so it must rely on advanced information technology to assist processing. Based on the analysis of the problems existing in the current power grid emergency management，this paper designs a set of power grid emergency management system，and discusses its specific application in power grid emergency management. It is hoped that the research of this paper can provide a new perspective for power grid management.

0  引  言

电网是一个复杂的技术组合体，它一方面与各处电源节点相连，另一方面又为大量的用户供电，其中涉及不计其数的输变电节点和设备。在此状态下，电网的任意一个环节出现故障，都有可能扩散到其他供电节点而造成大面积停电[1]，此时如果不能及时有效地应对，不仅会使电网设备损坏，而且会直接影响到正常的生产生活秩序，造成严重的经济损失甚至人身安全事故。如何快速、有效地应对这些电网应急事件，已经成为当前我国智能电网运行管理工作的重要研究内容[2]。电应急管理工作的高效开展是以各种资源的高效共享、及时调度和科学管理为前提的[3]，而这些工作都必须由信息化系统平台来完成。
