摘 要：在新冠病毒性肺炎疫情的形势下，针对江南农村地区水网密集、潜在污染源众多等问题，防备水环境污染风险应及时制定相应的应急管理措施与对策方案，消除污染隐患，减少有较大规模影响的突发水环境污染事件爆发的可能性。若有事件发生，应根据疫情情况和污染状况及时适当的应对处置，修复水体恢复原貌，确保公众的生命安全以及降低他们的财产损失，及时宣传消除人们的精神恐慌并做好追责工作和防疫工作，以最大限度地降低环境污染带来的损失。

Countermeasures for Dealing with Sudden Water Pollution Incidents in Rural Areas Under Covid-19 in Jiangnan

Abstract： Under the situation of new coronavirus pneumonia， in view of the dense water network and numerous potential pollution sources in rural areas of Jiangnan， we should formulate corresponding emergency management measures and Countermeasures in time to eliminate potential pollution hazards and reduce the possibility of sudden water pollution events with large-scale impact. In case of any incident， it is necessary to deal with it timely and appropriately according to the epidemic situation and pollution situation， repair the water body， restore the original appearance， ensure the safety of public life and reduce their property losses， timely publicize and eliminate people′s mental panic， and do a good job in accountability and epidemic prevention， so as to minimize the losses caused by environmental pollution.

1 引言

江南地区是中国水环境治理与保护的重点区域，分布着大量的自然村落，特别是太湖、长江等流域的村落分布广泛且相对偏远，对农村水环境整治和水污染隐患预警就顯得非常重要。近年来，各地方政府及相关部门对农村的水环境保护与治理工作越来越关注，例如苏州市自2008年以来全面启动了农村生活污水治理布局、规划、实施和管理的系统工程等。在各地方政府这几年全面实施的农村水环境综合治理措施和长效管理机制下，江南地区农村水环境治理成效显著，农村地区水环境污染已得到了基本控制和改善，近十年来没有发生过因水华赤潮、污水违规偷排、水处理设施操作失误、化工原料泄露水体意外事故等造成的社会影响较广或经济损失较大的突发水环境污染事件。……
