摘 要：该文介绍了《天津市北大港湿地自然保护区总体规划（2017—2025年）》的实施目的和主要规划内容，总结了规划实施以来的进展与成效，包括全面退出湿地内生产经营活动、改善水生态环境、加强湿地保护修复、加大野生动物保护、深化科学研究、广泛进行野生动物保护宣传教育等，提出保障规划实施资金、调整保护区范围和功能区划、抓好野生动植物保护、探索生态旅游等对策建议，以期推进未来规划的实施。

Study the Practice of General Planning Condition About Beidagang Wetland Nature Reserve

Abstract： This paper introduces the main targets and contens of overall plan Tianjin Beidagang Wetland Nature Reserve（2017-2025）. Summarizing the experiences of the implement， exploring the ways to the development. Including withdrawal production and operation activities， improving water ecological environment， strengthen wetland protection， strengthen wildlife protection， furthering scientific research， educated on Wildlife conservation in order to avoid threatening the survival of the wild animal. Put forward some measures， such as ensure the money investment， adjustment the protected areas and district partition， wildlife protection， explore the eco-tourism product development in order to ensure the smooth implementation of overall planning.

规划的制定与实施是工作得以顺利进行的重要支撑[1]。为深入推进生态文明建设，发挥规划引领作用，切实保护北大港湿地自然保护区生态系统的完整性、连通性和原真性，天津市滨海新区全面推进《天津市北大港湿地自然保护区总体规划（2017—2025年）》，持续加大湿地保护恢复力度，湿地生态功能持续稳定向好。得益于总体规划的顺利实施，2020年北大港湿地被国家林草局列为国家重要湿地，经《湿地公约》秘书处按照程序审核，北大港湿地已被列入《国际重要湿地名录》。目前，北大港湿地作为中国黄（渤）海19处重要候鸟栖息地之一，正在组织申报世界自然遗产。

本文以《天津市北大港湿地自然保护区总体规划（2017—2025年）为例，介绍了总体规划的实施目的、主要规划内容、规划进展情况，分析了存在的问题，并提出了下一步规划实施的对策建议，以期推进北大港湿地总体规划的实施，为其他地区湿地保护提供参考。……
