摘要：动物检疫的目的是对于可能患病的动物进行地理隔离，采取不影响自然生态健康发展的相应对策，保证畜牧业的健康发展。并不是对所有的动物都进行检疫，仅是对于涉及食品相关产品生产的动物、对于可直接进行贸易的动物进行动物检疫。该文主要论述动物检疫监督管理中存在的问题与应对措施。

Problems and Countermeasures in Animal Quarantine Supervision and Management

Abstract：The goal of animal quarantine is to isolate the animals that might be sick，and to take the corresponding countermeasures that do not affect the healthy development of natural ecology，so as to ensure the healthy development of national animal husbandry. Not all animals are quarantined，but only those involved in the production of food-related products and those that can be traded directly. This paper mainly discs the problems and countermeasures in animal quarantine supervision and management.

近年，随着食物中毒事件的频发，食品安全问题逐渐成为关注的焦点，动物疫病也为动物检疫监督管理的工作者带来工作难度和强度的升级。相较于几个世纪前的动物检疫技术，现代的技术有翻天覆地的变化，不仅难度减弱，效率也极大提高。然而即使有诸多优点，现状下的动物检疫技术仍旧存在很多漏洞，正是这些漏洞引发一系列食品安全问题，需要动物检疫的监督管理工作务必落实到位[1]。本文着重就动物检疫监督管理工作存在的问题及相应的对策展开讨论分析。

1动物检疫监督管理存在的问题

1.1監督执法体制不完善

动物检疫监督管理工作的开展，必须要基于完善的监督执法体制基础。近年，动物疫病的发病率此消彼长，危害不断加重，现行的监督执法体系与实际的具体情况之间的矛盾越来越突出，难以满足现阶段的执法需求。导致动物检疫监督管理工作人员在开展实际监管工作时，无章可循、无法可依，一些工作流于形式化，相关的具体操作流程并未落实，直接或间接地导致动物检疫工作的效率低下，质量不高[2]。……
