摘 要：本文用系统论、控制论、信息论的理论阐述高等院校图书馆管理应用，指出图书馆管理的方向应以三论为指导方针，更新管理观念，理顺管理思路，贯彻系统思想，把握动态控制，完善信息处理，促进高校建立有效运转的图书馆工作体系。

System theory perspective of university library management

Abstract：In this paper，with the theory of system theory，cybernetics and information theory in this paper，the colleges and universities library management application，points out the direction of the library management should be based on the three guidelines，update the management idea，straighten out the management idea，implement the system of ideas，grasp the dynamic control，perfect the information processing，promote the work at the library of colleges and universities to establish effective operating system.

系统论、控制论、信息论，诞生在20世纪40年代末，它们的出现对现代管理及现代科学技术不仅起到推动作用还提供了理论依据。尝试以新的高校图书馆管理的思路就是基于“三论”作为理论指导并进行实践的。笔者认为以系统的观点和发展的眼光去分析事物，重视现代信息技术的应用处理，加强动态化、最优化控制，方能使高校图书馆管理便于承担教学科研和人文文化传播的功能。

管理是由计划、协调、组织等要素组成的活动过程。做好高校图书馆管理工作，要认识其重要意义，并应用现代管理理论作为指导。高校图书馆不仅是教学科研的重要组成部分，更是传递文献信息中心、知识的宝库。[1]高校图书馆的管理，必须在强化教育职能和科研职能的前提下，遵循图书馆工作的规律，应用现代科学技术的理论和方法，有计划有步骤地进行组织和协调工作，使组织机构、人员配备、文献信息的结构达到最佳状态，功能得到最大的发挥。
