摘 要： 随着城镇化的快速发展，人们对于高品质生活的向往与追求更加强烈，这也对物业管理行业的专业化发展和基层社会治理体系的完善提出了更高的要求。基于城市基层社会治理视角，发现物业管理行业存在的突出问题有行业定位不明确，物业服务与政府公共服务的界限模糊不清，行业从业人员应对突发公共卫生事件的专业能力不足，物业服务企业未被纳入城市基层社会治理体系保障范围内，行业法规尚待完善等。为完善城市基层社会治理体系，建议从明确行业定位、厘清服务边界和提升从业人员应对突发公共卫生事件的专业能力等方面，加快推进物业管理行业的改革。

Research on Property Management Industry Reform from thePerspective of Urban Grassroots Social Governance

Abstract： With the rapid development of urbanization， people′s yearning for and pursuit of high-quality life is more intense， which also puts forward higher requirements for the professional development of the property management industry and the improvement of grassroots social governance system. From the perspective of urban grassroots social governance， the prominent problems in the property management industry were identified as unclear industry positioning， blurred boundaries between property services and government public services， inadequate professional ability of industry practitioners to respond to public health emergencies， and property service companies have not been included in the guarantee scope of the city′s grassroots social governance system， and industry regulations have yet to be improved. It provides decision-making references for improving the construction of grassroots social governance system and promoting the sustainable development of the property management industry from the aspects of clarifying the industry positioning， clarifying the boundaries and enhancing the professional capabilities of industry personnel to deal with public health emergencies.

本文拟结合当下“新冠”疫情分析物业管理行业暴露出的主要问题，从城市基层社会治理视角，探索物业管理行业的改革思路，为完善国家基层社会治理体系、提升物业管理行业应对突发公共危机的能力提供决策参考。

1 基层社会治理视角下物业管理行业存在的突出问题

1.1 行业定位不明确，行业内企业无法享受相关防疫优惠政策

在我国国民经济行业分类中，物业管理行业归属于房地产业，但在《财政部、国家税务总局关于全面推开营业税改征增值税试点的通知》（财税〔2016〕36号）中又将其归为“商务辅助服务业”下的企业管理服务中。由于行业定位不明确，因此理应属于“生活服务业”的物业管理行业在此次“抗疫”中享受不到2月7日财政部出台的有关生活服务类行业的税收优惠政策。……
