This paper systematically analyzes the internal mechanism of the influence of foreign direct investment on the upgrading of industrial structure.On this basis,using the panel data of 11 provinces and cities in the Yangtze River Economic Belt from 2007 to 2018,it constructs the spatial panel econometric model of the relationship between OFDI and industrial structure upgrading and conducts empirical research and analysis.The research study conclusion shows that:（1） The upgrading of industrial structure in the Yangtze River Economic Belt has a positive spatial dependence.The upgrading of industrial structure in one province often drives the transformation and upgrading of industrial structure in neighboring provinces.（2） OFDI has a significant positive impact on industrial structure upgrading,which indicates that increasing OFDI in the Yangtze River Economic Belt can effectively promote the overall industrial structure upgrading.It selects different types of spatial weight matrices,and the research conclusion is still robust.The research results provide policy basis and enlightenment for increasing OFDI to promote industrial structure upgrading and realizing high-quality economic development of the Yangtze River Economic Belt.

一、引言与文献综述

长江经济带覆盖九省两市,聚集了全国一半的研发人员与三分之一的研发机构,经济规模总量超过全国百分之四十,拥有很大的发展潜力。长江经济带经济发展作为国家经济发展的战略之一,2016年《长江经济带发展规划纲要》正式提出了“六大战略级任务”,其中就包含“促进产业转型升级,实现经济高质量发展”,长江经济带要逐步向现代服务业与先进制造业领域迈进,成为全球最具活力的创新高地。但是除上海市、江苏省、浙江省以外,绝大多数地区的产业结构水平较低,并主要集中在传统产业领域,地区之间的产业分工不合理,同质化竞争的问题依然存在。

自从改革开放以来,特别是加入了世界贸易组织与实施“走出去”政策之后,我国的 OFDI 规模迅速扩大,方式也有了更多地选择,对外直接投资在一定程度上带动了我国经济的快速发展。而近些年,我国推出“一带一路”倡议,加大了与其他国家贸易等合作,长江经济带积极响应“一带一路”倡议,加快对外直接投资步伐,以此来推动产业结构升级。因此对外直接投资是否能有效促进产业结构转型升级,这已经成为转型阶段的长江经济带实现经济的高质量发展的关键因素。

国外学者分析了对外直接投资对母国产业结构升级机制影响。比如Herzer D（2012）[1]对英国、德国OFDI 与产业结构升级的研究,发现OFDI 通过类似产业之间竞争加剧,进而推进本国的产业结构转型升级。……
