摘 要：公共安全管理是一项关系到国家安全与社会大局稳定、人民切身利益的工作。我国公共安全管理战略体系在抗击新冠疫情期间，发挥着无可替代的作用。但在紧张的疫情期间，我国公共安全管理战略体系中还存有一些问题，为了找到促进我国公共安全管理水平不断提升的可靠途径，文章主要围绕“新冠疫情影响下我国公共安全管理战略体系建设”这一主题展开探索，提出了加强公共安全管理教育培训;做好顶层设计;重塑公共安全防控体系;完善公共安全法律制度;强化公共安全资金保障;准确定位公共安全职能等策略性建议。

The Construction of Chinas Public Safety Management Strategic

System under the Influence of the COVID-19

2.School of Gaoxin，Xian University of Science and Technology，Xian 710109，China）Abstract：Public safety management is closely related to national security and overall social stability，as well as the vital interests of the people.Chinas public safety management strategic system plays an irreplaceable role in the fight against the COVID-19 outbreak.However，during the tense epidemic，there are still some problems existing in Chinas public safety management strategic system.In order to find a reliable way to promote the continuous improvement of Chinas public safety management level，the paper mainly focuses on the theme of “The construction of Chinas public safety management strategic system under the influence of theCOVID-19”，puts forward such strategic suggestions as strengthening public safety management education and training;doing a good job in top-level design;reshaping the public safety prevention and control system;improving the public safety legal system;strengthening public safety funding guarantees;and accurately defining public safety functions.

0 引言

2020年初爆發的新冠疫情（COVID-19），

具有感染范围广、传播速度快、防控难度大等特点，

它是对我国治理体系和治理能力的一次巨大的考验[1]。

随着社会经济的发展，近年来，国内公共危机管理研究已取得很大进展，西方发达国家对公共安全管理的研究也从自然灾害向公共安全领域发展。随着流行病非典、禽流感、埃博拉等社会公共安全问题增多，西方国家公共安全管理研究领域已不仅限于对自然灾害的应急管理，而越来越多地开展社会公共安全危机管理研究[2]。这些研究主要集中在应急管理体制的共性和特点的研究。例如，统一领导与协调联动并举、全过程管理与关口前移并行、政府管理和社会化服务并存制度建设与程序化运作并重等研究。……
