【摘  要】中管企业纪检监察体制改革部署后，各中央企业纪检监察机构从职责权限、机构建设、制度机制等方面进行部署，基本完成纪检监察机构调整和人员配备。但随着改革的不断深化，纪检监察机构“形”已具备，但“神”尚未形成，组织架构及人员配备尚待优化，监督职能作用发挥还不充分，业务能力和水平有待进一步提升。这些尚存的问题需要结合企业纪检监察机构实际情况，进一步摸底调研，深入梳理分析，坚持问题导向，对症下药，优化组织架构，强化履职担当，立足职能定位，提高履职能力，持续推动改革向基层延伸，推动落实监督责任，健全制度机制，加强自身建设，建设高素质专业化纪检监察干部队伍，推动纪检监察工作高质量发展。

【Abstract】After the reform and deployment of the discipline inspection and supervision system of the national enterprises， the discipline inspection and supervision institutions of the national enterprises are deployed from the aspects of responsibility and authority， institution construction， system and mechanism， and the adjustment and staffing of the discipline inspection and supervision institutions are basically completed. However， with the deepening of the reform， the discipline inspection and supervision institutions have formed the "shape"， but the "spirit" has not yet formed， the organizational structure and staffing need to be optimized， the supervision function has not been fully played， and the business capacity and level need to be further improved. These remaining issues need to be further investigated and analyzed in combination with the practical situation of enterprise discipline inspection organization. Enterprises should adhere to the problem oriented， suit the remedy to the case， optimize the organizational structure， strengthen the responsibility of performing their duties， adhere to the function orientation， improve the ability of performing their duties， continuously promote the reform to the grassroots， promote the implementation of supervision responsibility， improve the system and mechanism， and strengthen self construction， so as to build a high-quality professional team of discipline inspection and supervision cadres， and promote the high-quality development of discipline inspection and supervision work.

1 引言

中管企业纪检监察体制改革，是深化国家监察体制改革的重要内容，是深化中央纪委国家监委派驻机构改革的重要组成部分，2018年11月，中央纪委国家监委深化派驻改革动员部署会后，中央企业坚定不移推进纪检监察体制改革，强化中央纪委国家监委对中管企业纪检监察工作领导，按照改革要求调整了纪检监察机构，从纪委职责权限、机构建设、制度机制等方面，对系统改革作出部署，基本完成纪检监机构调整和人员配备。但由于中央企业管理关系、历史沿革较为复杂，纪检监察体制改革需要不……
