摘 要：城区河道综合治理工程对城区河道进行防洪、除涝、截污、两岸景观园林等建设，可以改善城区生态环境，提升河道两岸区域形象，提高区域的社会效益、经济效益和环境效益。本文阐述了城区河道工程在建项目转PPP模式的建设实践，为PPP模式在城区河道综合治理工程中的运用提供了有益的探索经验。

Abstract： The comprehensive treatment project of urban rivers shall carry out flood control， waterlogging removal， pollution interception， and landscape gardening on both sides of the urban rivers， which can improve the urban ecological environment， enhance the image of the region on both sides of the river， and improve the social， economic and environmental benefits of the region. This paper described the construction practice of converting the PPP mode of the urban river engineering project under construction， and provided useful exploration experience for the application of the PPP mode in the urban river comprehensive treatment project.

城区河道不仅具有防洪除涝功能，还兼具改善城市环境、美化城市景观、休闲娱乐等综合功能。由于历史原因，有些河流的局部河段沿河生活污水、生产废水直排入河，致使河道水质污染严重，产生黑臭水体，严重影响城市景观和沿河居住生活环境。2015年，国务院出台了《水污染防治行动计划》，对水污染防治提出了主要指标及具体要求，各级政府高度重视，大多采用政府财政直接投资的方式治理城区河道。

南阳市溧河综合治理工程就是将防洪、截污、生态、景观、文化和灌溉等功能集于一体的城区河道生态综合治理工程，以政府购买服务的方式，筹措资金，于2016年11月开工建设。2017年，财政部印发《关于坚决制止地方以政府购买服务名义违法违规融资的通知》（财预〔2017〕87号），通知要求：“严禁将建设工程与服务打包作为政府购买服务项目。”该项目资金渠道中断，以致停工。

为解决本项目建设资金问题，提高运营效率，化解政府债务，依法依规投资、建设、运营基础设施，南阳市积极探索新型融资渠道。……
