摘 要：为缩短审查时间，加快地区优势领域专利的授权及应用转化，国家知识产权局在各地区批复筹建一批知识产权保护中心（以下简称“保护中心”）。保护中心专利预审服务将部分专利审查工作前置，在申请人正式向国家知识产权局提交申请之前，及时发现申请文本中存在的问题并告知申请人改正，以提升专利质量和授权率。本文基于专利预审员实际工作经验和思考，提出了专利创造、申请、预审工作中存在的问题，并针对问题提出解决方案，以期提升專利质量，为专利质量提升工程献智献力。

Abstract： In order to shorten the examination time and accelerate the authorization and application transformation of patents in Regional Advantageous fields， the State Intellectual Property Office has approved the establishment of a number of intellectual property protection centers （hereinafter referred to as "protection centers"） in various regions. The patent pre-trial service of the protection center puts part of the patent examination work ahead of others. Before the applicant formally submits the application to the State Intellectual Property Office， it shall timely find out the problems in the application text and inform the applicant to make corrections， so as to improve the patent quality and authorization rate. Based on the practical work experience and thinking of patent examiners， this paper put forward the problems in patent creation， application and pre-trial work， and put forward solutions to these problems， in order to improve the quality of patents and contribute to the improvement of patent quality.

目前，中国正在深入实施知识产权强国战略和创新驱动发展战略，尽管中国专利申请和授权量屡创新高，但中国仍未进入专利强国之列，与美、欧等发达国家和地区相比，中国专利质量有待进一步提升，专利对创新驱动发展的支撑保障和引导作用尚未充分发挥。

2017年，第十二届全国人民代表大会第五次会议在人民大会堂举行第三次全体会议，国家知识产权局局长、党组书记申长雨表示：“2017年将加快建设一批知识产权保护中心，实现快速维权、快速确权、快速审查授权等协调联动，提高保护效果。”由此，本文主要探讨基于知识产权保护中心视角下的专利质量提升。
