【摘  要】近年来，成渝府际协同治理下的“互联网+”政务服务一体化平台快速发展，现如今已专门设立“川渝通办专区”线上政务服务平台，为群众和企业跨区办事提供便利。但因处于初步发展阶段，还存在许多现实问题。论文从强化线上线下协作治理和建立统一事项标准、持续优化平台服务和完善各項功能、建立配套法规保障和监管制度三大方面提出优化措施，以期为成渝府际协同治理下“互联网+”政务服务一体化平台建设提供参考建议。

【Abstract】In recent years， the "internet +" government service integrated platform under Chengdu-Chongqing intergovernmental collaborative governance develops rapidly. Nowadays， there is an online government service platform specifically set up as the "Sichuan and Chongqing General Office Zone" to provide convenience for people and enterprises to do business across districts. But because it is in the initial stage of development， there are still many practical existing problems. The paper proposes optimization measures from three aspects： strengthening the online and offline collaborative governance and setting up unified matters standards， continuously optimizing the platform service and improving the various functions， establishing the supporting legal protection and the regulatory systems， with a view to providing reference suggestions for the construction of the "internet +" government service integrated platform under Chengdu-Chongqing intergovernmental collaborative governance.

1 研究背景

“互联网+政务服务”于2016年《政府工作报告》首次提出，报告中指出要打造政府间各部门数据的共享平台，优化办事的流程，提升效率，同时，提高政府服务的水平。总体来看，我国的“互联网+”政务服务一体化平台的建设经历了3个阶段，分别是：20世纪80年代的初步形成阶段、21世纪初期的快速成长阶段和党的十八大以来的高速建设阶段。

成渝府际协同治理最早追溯于2010年国家发改委编制的《成渝经济圈区域规划》。2020年7月22日，成渝政府联合签订了《关于协同推进成渝地区双城经济圈“放管服”改革合作协议》，该旨打造“互联网+”政务服务一体化平台，突出重庆、成都2个中心城市的协同带动作用，展现区域优势和特色。

2 “互联网+”政务服务一体化平台发展现状

通过查阅关于成渝“互联网+”政府服务一体化平台建设的相关网站，现在比较官方和使用较多的是由四川政务服务网和重庆市网上办事大厅合作推出的“川渝通办专区”。……
