摘 要 我国民族地区的公共文化体系建设是国家扶贫开发攻坚战略的重要补充部分，民族地区图书馆的建设又是公共文化体系的重要组成部分，完善与发展民族地区图书馆，是保障我国实现各民族基本文化权益的重要路径。同时，贫困民族地区图书馆的建设与发展，对于国家精准扶贫政策的实施也具有重要意义。论文以云南省昭通市大关县背篼图书馆的影响为思路，探讨了我国民族地区图书馆发展的若干路径。

Thinking of the Development of Libraries in Ethnic Areas： Talking About the Basket Carrier Library in Daguan County， Yunnan Province

Abstract The construction of public cultural system in ethnic areas of China is an important supplementary part of the national poverty alleviation and development strategy， and the construction of libraries in ethnic areas is also an important part of the public cultural system. Improving and developing libraries in ethnic areas is an important way to ensure the realization of the basic cultural rights and interests of all ethnic groups in China. At the same time， the construction and development of libraries in poor ethnic areas is also of great significance for the implementation of the national targeted poverty alleviation policy. Based on the influence of the Basket Carrier Library in Daguan County， Zhaotong City， Yunnan Province， this paper discusses some paths for the development of libraries in ethnic areas in China.

0 引言

云南省昭通市大关县位于云贵高原乌蒙山，是一个国家级贫困山区农业县，县城建在山坡上，由于地理环境等因素，大关县的经济发展受到严重制约，许多村子不通公路，汽车无法到达，当地百姓的文化生活也十分匮乏，许多地区常见的文化广场、文体设施、图书馆等文化场所在这里变成一种奢望。2016年6月，大关县文体广电旅游局和大关县图书馆通过志愿者招募的形式成立了背篼图书馆志愿服务队，服务队通过背篼的方式，把图书和相关文化用品用背篼定期送到村庄，让村民们也能享受到图书带来的文化熏陶[1]。
