摘 要：个人信息具有多样性，敏感性，精准性，高价值等特性。随着信息技术的发展，尤其是大数据时代的到来，个人信息安全问题日趋严重。在实际中，一些不法分子就通过个人信息所在的漏洞，以各种不合法的方式利用公民个人信息的价值属性。基于此，为了更好的保护个人信息的安全，必须从用户，政府，技术，法制角度提出防范措施，只有这样才可以更好的保护个人信息。

【Abstract】：Personal information has the characteristics of diversity， sensitivity， accuracy， and high value. With the development of information technology， especially the advent of the era of big data， the problem of personal information security has become increasingly serious. In practice， some criminals exploit the value attribute of citizens' personal information in various illegal ways through loopholes where personal information is located. Based on this， in order to better protect the security of personal information， preventive measures must be proposed from the perspective of users， government， technology， and legal systems. Only in this way can personal information be better protected.

维克托·舍恩伯格曾提到，在未来时代，数据就会像土地、石油和资本一样，将成为经济运行中的根本性资源[1]。在大数据下，人们的生活行为变成了一个个数据，被存储在数据库中。不法分子利用数据挖掘，二次加工整合分析，可以得到更加有价值的信息。由于个人信息具有一定的财产属性，通过各种非法手段搜集，利用个人信息从中牟取高额利润的案件比比皆是。

1 大数据时代下个人信息的概念与内容

大数据下的个人信息是指通过一定的信息量和一定的技术手段可以直接或间接确定唯一的一个信息主体[2]，这些信息往往具有一定的敏感性和专属性，因此需要保护。网站利用上网偏好给你推送一些喜欢的内容，这是简单网络算法就可以是实现的，但是该网站并不能利用这些偏好信息来确定唯一的信息主体，所以也就不能说侵犯了人们的个人信息。……
