【摘  要】科技成果转化是促进经济与科技结合、创新链与产业链融合的关键要素。一个完善的科技成果转化服务体系，能够大力推进经济快速发展，为社会发展提供“助推器”的作用。从目前的发展状况看，科技成果转化服务体系建设与国家创新型发展战略、深化科技体制改革工作密切相关。基于此，论文根据我国科技成果转化服务体系的建设现状、运行模式和经验，分析了当前存在的问题，并浅略提出了科技成果转化服务体系的有效改革路径和发展思路，为促进我国科技成果转化服务体系的发展提供参考点。

【Abstract】The transformation of scientific and technological achievements is a key factor to promote the integration of economy and science and technology， and the integration of innovation chain and industrial chain. A perfect service system for the transformation of scientific and technological achievements can vigorously promote the rapid economic development and provide the role of "booster" for social development. Seen from the current development situation， the construction of service system for transformation of scientific and technological achievements is closely related to the national innovative development strategy and the deepening of scientific and technological system reform. Based on this， the paper analyzes the existing problems according to the construction status， operation mode and experience of the service system for the transformation of scientific and technological achievements in China， and briefly puts forward the effective reform path and development ideas of the service system for the transformation of scientific and technological achievements， so as to provide reference points for promoting the development of the service system for the transformation of scientific and technological achievements in China.

1 国内科技成果转化服务体系建设状况

1.1 政府科技成果转化服务建设

近年来，围绕推进成果转化工作，各地政府先后出台相关政策，对于科技成果转化服务体系建设进行了严格高效落实。北京地区对于科技成果转化服务体系的建设方面始终处于时代的领头位置。在首都相继推出了“京十条”“九条”“科创30条”等多方面的促进性政策后，于2020年元旦当天，《北京市促进科技成果转化条例》开始了它的正式启用，成立了全市层面促进科技成果转化议事协调联席会，并且在强大组织动员、营造社会氛围、深化体制改革、激发转化活力方面提出具体任务，在加大承接力度、促进成果落地方面，部署了加强专业平台建设、加强科技成果供需对接等，在健全市场体系、提升转化效率方面，部署了培育专业服务机构、引导社会投资等任务。……
