【摘  要】生态环境监测中的质量保证是做好监测工作的前提和基础，也是整个检测机构的生命线。通常，人们将质量控制手段划分为内部质量控制、外部质量控制两大类，每一类有若干具体质量控制方法。环境、人员、仪器等方面的质量控制，严格意义上既不属于内部质量控制，也不属于外部质量控制，而是检测机构取得资质认定的必备条件。每种质量控制手段都有其适用的范围和特征，在具体运用中要熟悉经常用到的各种质量控制方法。只有灵活运用多种质量控制方法，才能既降低成本，又提高效率，保证数据准确可信。

【Abstract】The quality assurance in the ecological environment monitoring is the premise and foundation of the monitoring work， and is also the lifeline of the whole testing organization. Generally， quality control means are divided into internal quality control and external quality control， each of which has several specific quality control methods. In a strict sense， the quality control of environment， personnel， instruments and other aspects is neither internal quality control nor external quality control， but the necessary conditions for testing institutions to obtain qualification recognition. Each quality control method has its applicable scope and characteristics. In the specific application， we should be familiar with the various quality control methods that are often used. Only flexible use of a variety of quality control methods， can not only reduce the cost， but also improve the efficiency， ensure the accuracy and credibility of data.

1 引言

长期以来，我們体制内的省、市、县环境监测机构形成了一套完备的质量控制体系。每年的年初都制定了本单位的质量保证计划方案，年底要编制质量控制总结报告。日常工作中，每一项监测任务的下达，都制定了细致的质量控制手段，最后编制监测报告前必须统计质量控制手段完成情况，对各项措施落实情况要做个小结[1]。然而，我们在质量抽查中发现县级监测机构的质量控制手段单一，几乎都是平行样、质控样。社会环境检测公司对质量控制手段也不理解，要么下达监测任务时不下达质量控制措施，要么笼统地说按照监测技术规范做好质量控制，让具体从事检验检测的人员一头雾水，不知道如何具体操作。……
