【摘  要】市场监管领域的网上行政审批系统在电子政务建设和政务流程再造方面具有普遍代表性。市场监管领域“大部门制”改革后，工商、质监、食药监、物价和知识产权部分职权被重新组建成市场监管部门，其部门本身就面临系统互通、业务互通、数据共享等电子政务建设面临的共性问题，其网上审批系统具有典型和普遍代表性。

【Abstract】The online administrative examination and approval system in the field of market supervision is universally representative in the construction of e-government affairs and the reengineering of government affairs processes. After the reform of the "large departmental system" in the field of market supervision， some of the powers of industry and commerce， quality supervision， food and drug supervision， price and intellectual property rights have been reorganized into a market supervision department. The department itself is faced with common problems in e-government construction， such as system interconnection， business interconnection and data sharing， and its online examination and approval system is typical and generally representative.

1 湖北市场监督管理局网上行政审批系统的现状与问题分析

1.1 网上行政审批系统现状

随着电子政务建设的不断发展以及市场领域的机构改革，网上审批系统经历了几轮迭代，从工商、质监、食药监等部门的专网系统，到整合市场监管内部横向信息交换系统，逐步发展到全省政务服务一张网模式。

1.1.1 在线服务平台

市场监管网上审批系统目前主要采取的是深度对接的模式，通过湖北政务服务网一窗进入，后台分办流转，数据共享交换，办理结果统一流出。线上服务平台和线下办事大厅发挥的功能是一样的，可以使群众在线上进行政务处理以节约时间，也可以帮助不方便去实体大厅的人办理事务。

1.1.2 审批办理平台

行政审批办理平台是为处理行政事务的工作人员设置的，这些工作人员可以根据政务项目的分类办理不同的业务。

①个人工作台功能。

网上审批平台会呈现所有种类的业务，主要有审批动态、通知公告、事项展示等功能区，工作人员可以根据不同的需求进行选择，同时工作人员还可以通过动态追踪程序来随时查验业务处理状态。……
