【摘  要】基于城市发展能级理解，构建宿迁中心城区发展能级评价指标体系，运用主成分分析法对其发展能级及其影响因素进行评价分析。结果发现：宿迁中心城区发展能级综合得分呈波动趋势，但均高于宿迁其他各县区;发展能级的3个主成分得分与综合得分均呈正相关关系，第一主成分与第二、三主成分间有较大差值;发展能级的主要影响因素在于协同联动因素、人才资源因素、公共服务因素、生态资本因素。

【Abstract】Based on the understanding of urban development energy level， this paper constructs the evaluation index system of Suqian central urban development energy level， and uses principal component analysis to evaluate and analyze its development energy level and its influencing factors. The results show that the comprehensive score of development energy level in the central urban area of Suqian shows a fluctuating trend， but they are all higher than those in other counties and districts; there is a positive correlation between the three principal component scores and the comprehensive scores of the development energy level， and there is a great difference between the first principal component and the second and third principal components; the main factors influencing the development of energy level are coordination and linkage， human resources， public service and ecological capital.

1 引言

城市能级是指一个城市的某种功能或诸种功能对该城市以外地区的辐射影响程度。每个城市都具有能级，不同能级的城市所产生的辐射影响力也有所不同，因此，当前国内许多城市都在加快提升城市能级，把城市能级提升作为增强城市功能的主要途径，城市能级提升已俨然成为促进区域经济发展的重要途径。

党的十九大指出建立更加有效的区域协调发展新机制，同时“以城市群为主体构建大中小城市和小城镇协调发展的城镇格局”。江苏省新型城镇化与城乡发展一体化规划（2014-2020）提出苏北地区以中心城市为载体培育形成新的经济增长极;在沿东陇海沿线地区和沿运河地区，选择基础条件良好的县城，培育成为区域次中心城市，带动苏中苏北腹地发展振兴。可见，中心城市作为区域发展的主要能量源和资源聚集地，承担着重大发展和改革战略任务，高能级的中心城市培育和建设也是推动区域协调发展的重要手段。……
