【摘  要】随着全球经济的快速发展以及供应链结构的重新调整布局，“双循环”新发展格局逐步建立起来，并成为促进经济高质量发展的重要抓手。在此背景之下，以跨境电商为代表的新经济、新业态、新模式已经成为引领传统国际贸易数字化发展的主力军。探讨在双循环的新发展格局下，跨境电商面临的新机遇与挑战，优化跨境电商的发展环境，进一步推动国内国际双循环协同发展具有重要意义。

【Abstract】With the rapid development of global economy and the readjustment of supply chain structure， the new development pattern of "double circulation" has been gradually established， and has become an important starting point to promote high quality economic development. In this context， the new economy， new business forms and new modes represented by cross-border e-commerce have become the main force leading the digital development of traditional international trade. It is of great significance to discuss the new opportunities and challenges faced by cross-border e-commerce under the new development pattern of double circulation， optimize the development environment of cross-border e-commerce， and further promote the coordinated development of domestic and international double circulation.

1 引言

上世纪80年代以来，通过积极引入外资，充分利用国外资本和国内资源，“投资、消费、出口”成为拉动我国经济高速增长的“三驾马车”。随着我国经济水平逐渐提高，经济发展进入“新常态”，供给侧结构性改革成为发展的主题，以往以高投资、依赖国外市场、粗放式的经济增长模式难以为继，我国经济增长的方向已由规模增长变为质量的提升。习近平总书记在2020年7月30日的中央政治局会议上正式提出了要“加快形成以国内大循环为主体，国内国际双循环相互促进的新发展格局”。上世纪90年代以来，互联网经济在我国高速发展，随着各类技术应用，互联网技术在商贸流通中的应用逐渐提升，跨境电商日益成为拉动出口、带动进口的重要方式。在推动国内国际贸易双循环的背景下如何发展跨境电商，沟通两个市场，平衡两种资源，对于推动新常态下经济高质量发展具有重要意义。……
