【摘  要】面对当前错综复杂的国际形势及“十四五”时期持续深化全面从严治党的国内环境，国有企业经营发展迎来巨大的风险及挑战，在深化改革的关键期，党风廉政建设和反腐败工作面临前所未有的压力。鉴于此，如何在新形势下加强国有企业党风廉政建设和反腐败工作，为国有企业提高运行活力和效率保驾护航，已成为国企急需研究的一项重要课题。

【Abstract】In the face of the current complex international situation and the domestic environment of deepening the comprehensive and strict Party governance in the period of "the 14th Five-Year Plan"， the operation and development of state-owned enterprises face huge risks and challenges， and in the critical period of deepening reform， the construction of Party style and clean government and anti-corruption work are facing unprecedented pressure. In view of this， how to strengthen the construction of Party style and clean government and anti-corruption work in state-owned enterprises under the new situation and improve the operational vitality and efficiency of state-owned enterprises has become an important subject that state-owned enterprises urgently need to study.

1 新时期加强国有企业党风廉政建设及反腐败的重要性

从国有企业的历史使命与政治定位上来看，国有企业是中国特色社会主义的重要物质基础和政治基础，是我们党执政兴国的重要支柱和依靠力量。党的十八大以来，国有企业改革在制度建设、市场化经营机制、完善国有资产监管体制等方面不断突破，党风政风有了较大好转，发展取得了明显成效。随着“十四五”规划实施年的开启，国资国企改革进入关键期，任何一个重大决策、关键节点没把握好，制度政策沒执行到位，或是发生违规违纪甚至腐败问题，将直接影响到企业发展改革进程。在此形势下，国有企业要想做强做优做大，提高活力和效率，增强竞争力、创新力和抗风险能力，就要始终坚持在党的领导下精细化落实改革任务和责任，推进党建与生产经营工作深度融合，持续提升党风廉政建设和反腐倡廉工作水平，为改革发展提供坚强的组织保障和纪律保障。……
